			The election was contested largely on the rating of unimproved land. There was considerable debate over the course of the year discussing Camberwell Council's proposed changes to the way in which rates were calculated. Those in support of the new system, Camberwell Council and the Reform League, were opposed by the [[Camberwell Ratepayers' Protection League]] who ran a candidate in each of the three councillor seats available at the 1921 election.<ref name="ArgusRatingLetter8Jul1921">The Argus. 			Results were close in both North and South Wards and recounts were conducted.
